FRA - Transbay Transit Center

The Transbay Transit Center is a visionary $4 billion project that features a five-story Transit Center serving Caltrain and the future California High Speed Rail. In August 2010, the FRA awarded a grant to the Transbay Joint Powers Authority (TJPA) for components of the Transbay Transit Center Program.

KKCS was hired by the FRA to provide oversight on this project to ensure its successful completion. KKCS provided the following services:

  • Reviewed Project Management Plan (PMP) for compliance to FRA requirements.
  • Reviewed cost estimates for adequacy, reasonableness, and reliability. This included evaluating how well the estimate reflected the project scope, the project schedule, the conditions of the current and future construction market, and sound cost estimating methods and processes.
  • Evaluated the project schedule for logic and soundness of the critical path. The evaluation was performed to ensure construction tasks were sufficiently detailed to estimate a probability of schedule slippage. Additionally, the level to which the schedule took into account uncertainties through use of float and the placement of float relative to milestones were evaluated.
  • Participated in risk assessment to identify and assess potential risks to the project costs and schedule then prepared a detailed report identifying and quantifying potential risks along with their mitigation strategies.
