Metrolink - Program Management Advisory Services

KKCS provided Metrolink with program management advisory services to deliver its Southern California Optimized Rail Expansion (SCORE) program and Metrolink Rehabilitation Plan. The SCORE program consists of upgrades to the regional rail system, including new tracks and grade separations, signal system upgrades across the entire system, and upgraded crossings, so they are Quiet Zone-ready. This multi-year program will pursue funding from several grant programs at the state and federal levels. If funding is received, the program could be complete as soon as 2028.

Metrolink’s Rehabilitation Program consists of projects that extend the useful life of existing capital assets through activities such as the replacement of worn tie and rail, worn or outdated signal system components, tunnels, bridges, culverts, and rolling stock components. Rehabilitation projects replace worn-out, functionally obsolete, and commercially non-viable assets.

KKCS provided support to Metrolink’s Chief of Program Delivery to expedite the delivery of Metrolink’s SCORE program and Rehabilitation Plan. The scope of work included support services and strategic advisory services in the areas of program management, project management, project delivery and contract development/ compliance, project controls, estimating, risk assessment, configuration management, quality assurance and control, and other technical and management services as requested.
