Please join us in welcoming back Terry Marcellus, JD, as Senior Program Director based out of Sacramento, CA.

Terry is a licensed attorney in California and is an expert in alternate delivery of public works projects. His experience includes program/project management, developing procurement strategies, workforce and contractor outreach, and overseeing regulatory and contract compliance. Prior to re-joining KKCS, Terry led the alternate delivery consulting practice for one of the nation’s largest engineering firms.

Terry has been active in civic and government affairs throughout California for more than 30 years, both as a practicing attorney and as a manager for major construction projects. His background makes him uniquely qualified to market, mobilize, and manage transit projects and infrastructure programs. Terry has been a key member of teams that have successfully worked with agencies such as California High-Speed Rail Authority, Alameda Corridor Transportation Agency, LA Metro, and Los Angeles Community College District.

During his time with KKCS from 2009 to 2012, Terry served in many roles. As Contracts Manager, Terry provided expertise overseeing FTA task orders for transportation projects throughout the country. He also assisted with business development, client management, operations, and administration. Terry is a Phi Beta Kappa graduate of UCLA in Political Science and holds the degree of Juris Doctor from its law school.
