KKCS began work at the Port of Long Beach in 1996 and performed cost estimating support. We are currently providing risk management and project controls services.
On-Call Project Controls Support Services
The on-call contract seeks to augment the Port’s staff in performing project controls functions, scheduling, cost engineering, estimating, project controls system enhancements, report writing, and developing practice guides. As a prime, KKCS provides high-quality project controls support in the areas of:

On-Call Professional Services for Risk Assessment & Quality Management Services
The POLB is implementing the largest and most complex Capital Development Program (CDP) in its history. In recognition of the magnitude and complexity of the CDP, the POLB has instituted project risk analysis, assessment, and mitigation (RAAM) as part of its standard project delivery process. The RAAM process provides formal procedures and tools to track and monetize identified risks and mitigations throughout the life of a project to help determine the appropriate risk-based budget contingency for both hard and soft costs.
As a prime, KKCS partnered with the POLB to further reﬁne, improve, and support the implementation of the POLB’s Risk Analysis, Assessment, and Mitigation (RAAM), Quality Management System (QMS), and Continuous Improvement processes. The team supports risk and quality management programs including performing risk and quality assurance reviews, facilitating meetings and workshops, developing core plans and procedures, conducting staﬀ training, and updating processes and procedures for Best Management Practices (BMPs) based on ongoing Lessons Learned. For the first task order proposal, KKCS provided the POLB with Risk Assessment Evaluation services to make recommendations and improvements in the POLB’s existing Risk Program and to the Project Delivery Risk Management Manual.
